Start with the receiving authority
A homeowner note, risk summary, permit report and construction tree-protection document are not interchangeable. Send the City request, application checklist, plan or client terms before booking. That lets the writer confirm whether the requested deliverable is within scope.
The report should identify the subject trees, inspection date, methods, observations, relevant limitations, recommendations and author. Plans, photographs, diameter measurements or replacement information may also be required.
What permit support can include
Support may include measuring and documenting trees, reviewing ownership information supplied by the client, describing condition or project conflict, preparing a report and responding to a defined round of questions. It does not transfer the City's decision to the arborist.
The scope should state who completes the application, who pays municipal fees, who provides a survey or site plan and how revisions caused by project changes are handled.
Keep advice and production transparent
If the same business can also quote recommended tree work, that relationship should be visible. A client may ask for the assessment or report first and decide on production separately.
Reports should be dated and retained with the property or project record. Municipal rules and accepted formats change, so older documents should not be reused without checking current requirements.
